Happy Harbor Pediatric Dentistry offers Solea laser treatment, three levels of sedation, and membership plans starting at $199 a year for families without dental insurance.
ROCKWALL, Texas, September 22, 2026 – Happy Harbor Pediatric Dentistry prepares many cavities with a Solea CO2 laser rather than a traditional dental drill, and can complete a number of those procedures without a local anesthetic injection. The practice is led by Dr. Collin Burns, a board-certified pediatric dentist in Rockwall who treats children from infancy through the teenage years at his office on N. Lakeshore Dr.
The Solea laser is FDA cleared for both hard and soft tissue procedures. Happy Harbor uses laser dentistry for kids in two ways: preparing teeth for fillings, and releasing tongue and lip ties as an alternative to surgical frenectomy. It does not vibrate, so it takes away the sound and feel that many children associate with the drill. The pulses of light also create a numbing effect, which is what allows many procedures to be done without an injection.
“The drill is the part kids brace for,” said Dr. Collin Burns, board-certified pediatric dentist and owner of Happy Harbor Pediatric Dentistry. “Take away the vibration and the noise and a lot of the fear goes with it. That matters more than parents expect, because one bad filling can follow a child for years.”
Not every child can get through an appointment awake. The practice offers sedation dentistry for children at three levels: nitrous oxide, IV sedation, and general anesthesia. General anesthesia cases are done under the care of an experienced anesthesiologist, either at the Rockwall office or at Texas Health Surgery Center in Plano. Happy Harbor also treats children with sensory or behavioral challenges and medically complex children who need more than a standard appointment allows.
The practice sees patients from the first tooth onward. The American Academy of Pediatric Dentistry recommends a first dental visit within six months of the first tooth erupting and no later than the first birthday. Happy Harbor builds those infant and toddler appointments around a gentle exam and cleaning, plus coaching for parents on brushing, snacking, and weaning off the bottle or pacifier.
The practice also runs three in-house membership plans for families without dental insurance. Seahorse Sprouts covers ages 0 to 2 at $199 a year, Turtle Travelers covers ages 3 to 12 at $299, and the Dolphin Club covers ages 12 and up at $399. All three include two cleanings, two exams, x-rays as needed, fluoride, 15 percent off dental treatment, and reduced nitrous oxide fees. The two older plans add one emergency visit. The plans are not dental insurance and cannot be combined with it.
“Parents paying out of pocket want to know the number before they walk in,” said Burns. “That is most of what the membership plan does. It is not insurance and we do not pretend it is.”
