A multi-phase project will install SB 3-compliant flood sensors, outdoor warning sirens, and low water crossing warning systems across the county; Aware Monitoring Systems deepens its commitment to Central Texas communities.
SEGUIN, TX – July 6, 2026 – Aware Monitoring Systems, in partnership with Safeware, has begun deployment of a comprehensive flood monitoring and mass notification system in Guadalupe County, Texas. The multi-phase project is designed to deliver near real-time flood detection and public alerting to more than 200,000 county residents and the surrounding communities.
The project is currently adding flood sensors throughout Guadalupe County and will culminate with the installation of additional outdoor warning siren locations and low water crossing (LWC) warning systems. Guadalupe County has been in the planning process for this initiative in partnership with Aware Monitoring Systems for an extended period, and the rollout is being executed in cooperation with the City of New Braunfels and the City of Seguin as part of the county’s broader flood preparedness and public notification efforts.

Built to Meet Texas SB 3 Compliance Standards
The Guadalupe County deployment is designed to meet the standards established under Texas Senate Bill 3 (SB 3), signed into law in September 2025, which sets requirements for outdoor warning siren systems – including sensors, gauges, backup power, and all components essential to system functionality – in flash flood-prone areas of Texas. Guadalupe County is among the 30 counties identified in the Governor’s July 2025 disaster declaration that fall under the scope of SB 3.

The Guadalupe County flood monitoring and mass notification project includes:
Flood Sensors – Real-time water-level detection deployed at strategic locations throughout the county, currently being installed.
Outdoor Warning Sirens – Additional siren locations to deliver immediate audible alerts to residents and visitors when flood danger is imminent, designed to SB 3 standards.
Low Water Crossing (LWC) Warning Systems – Roadway-level warning systems that activate when water crossings become unsafe, helping protect drivers and first responders.
