Requirements for AFSP Participation

To participate in the AFSP, the IRS outlines three key requirements:

1. Maintain an Active PTIN: Ensure your Preparer Tax Identification Number (PTIN) remains active.

2. Complete Continuing Education (CE):

  • Accumulate a minimum of 18 CE hours from IRS-approved providers.
  • This includes 10 hours covering federal tax law issues, 2 hours dedicated to ethics, and a 6-hour refresher course on federal tax law updates.

3. Agree to Ethical Standards: Adhere to the ethical standards specified in Circular 230, Subpart B, Section 10.51, prohibiting federal convictions related to tax law changes and unethical behaviour.

Overview of AFSP Format & Structure

The AFSP consists of:

  • Administration: The IRS does not directly administer the Annual Federal Tax Refresher (AFTR) Course or its test but provides course outlines and test criteria.
  • Course Content: Approved providers craft comprehensive tests following the AFTR course, covering new tax laws, general review, and professional responsibility.
  • Examination Details: The AFTR test includes 100 multiple-choice questions, with a maximum of 3 hours to complete the exam.
  • Course Completion: Passing the AFTR exam is essential for course completion. Failing means the provider will not report your course completion credits to the IRS.
  • Deadlines & Renewal: AFSP courses must be completed by midnight on December 31st each year for the IRS to recognize your AFSP status for the following year.
